Victorian Government Web Site Management

Victorian Government web managers will find the following resources useful in managing their websites.

Accessibility

Accessibility Standard - Minimum requirement

  • All websites must conform to version 2.0 of the Web Content Accessibility Guidelines (WCAG 2.0).

Accessibility Toolkit - Version 3, 2009 - This toolkit shows departments and agencies how to conform to this standard and the W3C Web Content Accessibility Guidelines, Version 1.0. The toolkit is designed for Victorian Government business managers and web site owners to enable them to effectively present the business case for accessibility and manage the processes involved.

Domain Names

Domain Names and Allocation Standard - Agencies will ensure that web domains comply with the Domain Requirements below.

  • All Victorian Government websites must have a vic.gov.au domain name.
  • All new domain names must be considered and approved by the agency's Website Management Taskforce before implementation and use.
  • Domain names must be user‐tested for suitability before submission to the relevant Website Management Taskforce.
  • vic.gov.au domain names must be consistent with the Commonwealth Government's domain name policies.
  • All domain names must have accurate technical and administrative contact details in their respective domain name registry entries.

Victorian Government Domain Name Registration - Victorian government organisations which fall into the following categories are eligible to apply for a domain name within vic.gov.au:

  • Departments
  • Agencies
  • Statutory authorities
  • Local government entities
  • Libraries
  • Hospitals and health services

eGovernment

Putting People at the Centre - The Victorian Government's eGovernment vision which will improve support and services to citizens, provide better community engagement and more effective democracy, use innovation in finding new opportunities in service delivery and create a framework for ongoing reform within government.

ICT Procurement

ICT Procurement Policy Standard and Guidelines - apply to tenders and contracts involving the procurement of ICT goods and/or services. The ICT Procurement Policy identifies who is bound by the policy, and requires those who are bound by it to comply with the requirements contained in the ICT Procurement Standards.

Information Architecture

Information Architecture / Classification Standard - Provides for a consistent and efficient user experience through a uniform approach to the design, presentation and operational management of Victorian Government websites.

1. Departments/agencies must develop and maintain:

  • a documented information architecture (IA) strategy which describes, justifies and provides a strategic direction for the IA of their portfolio of websites; and/or
  • documented IA plans for each individual website within their portfolio.

2. IA plans must, at a minimum, address and document all of the following IA components

  • business needs analysis;
  • user research and analysis;
  • content inventory;
  • controlled vocabularies and metadata;
  • website navigation and hierarchy;
  • website layout;
  • search model and behaviour;
  • usability testing;
  • monitoring and maintenance;
  • change management; and
  • ongoing review.

3. All IA strategies and plans must be reviewed annually to ensure they remain current and relevant to users.

4. All new and refreshed IA strategies and plans must be endorsed by the department's/agency's Website Management Taskforce (WMT).

Legal Compliance Standard - Departments and agencies will ensure that website content, services and processes are aligned with departmental/agency and government legal compliance practices, to protect the rights and interests of citizens and manage operational risks.

Managing Legal Risks Online: A Guide for Victorian Government Web sites - This guideline provides general advice on identifying and managing legal risks within an online environment.

Metadata

Discoverability Standard - The Discoverability standard prescribes the use of meta tags and AGLS metadata by Victorian Government to assist the findability of Victorian Government information and services through Victoria Online and non-government search engines and directories.

AGLS Victoria: Metadata Implementation Manual - Version 4.0 - July 2011. The AGLS Victoria: Metadata Implementation Manual provides online content and web staff with guidance on how to ensure compliance with AS5044-2010, the Victorian Government Discoverability Standard and the requirements of the Victorian Information Management Framework (IMF). The manual focuses on practical metadata implementation advice using Victorian Government examples of AGLS (Australia Government Locator Service) compliant metadata. AGLS is an Australian metadata standard (AS5044-2010) used to describe online Government resources. The implementation of AGLS metadata is mandatory for Australian Government Agencies.

Victoria Online Thesaurus - The Victoria Online Thesaurus is a subject thesaurus of descriptive terms that reflect the themes and resources within Victoria Online (VO), the Victorian Government's online portal. Victoria Online is a metadata-driven gateway to Victorian State, Federal and Local government information.

Multilingual Websites - Victoria

Community Languages Online - details findings and recommendations from research into how multilingual web-based government information can be created and used in the best way for culturally and linguistically diverse (CALD) communities.

Privacy

Privacy Standard - Departments and agencies will comply with the Information Privacy Act 2000 (Victoria) in the design, management, operation and content of websites under their control.

Search Engines

Discoverability Standard - Agencies will ensure information on their websites is discoverable by complying with the Discovery Requirements below.

  1. Conduct keyword research to determine the most relevant keywords for users and incorporate the findings into website content and metadata.
  2. Implement unique, descriptive and meaningful page titles for all web pages using the HTML title element.
  3. Implement descriptive and meaningful values for the keywords and description attributes of the HTML meta element on all web pages.
  4. Implement descriptive and meaningful values for the mandatory and recommended properties of the AGLS Metadata Standard (AS 5044‐2010) on all web pages.(1)
  5. Ensure all non-HTML documents (2) have complete, accurate and descriptive document properties.
  6. Register with Victoria Online;
  7. Register with the Open Directory Project (Victorian Government category)
  8. Register with Business Licensing Information Service (where licensing is involved) and/or Health translations directory (where non‐English health information is involved).
  9. Register with external search engines.
  10. Implement and register a discoverable XML sitemap that conforms to the sitemaps.org protocol and/or provide an A-Z html index.
  11. Implement the robots.txt protocol for controlling search engine content‐indexing. (3)
  12. Implement one primary domain name and permanent redirects (301 Moved permanently) from alternate domain names. (4)
  13. Implement a website search facility for users.
