Standard: Content Ownership Approval and Review - WEB/STD/02

Standard

1. All website content must have an owner, an approver and a forward review date. These details must be readily available through the website's content management system and/or an operational document (or equivalent).

2. All websites must have documented processes to ensure that all website content is assigned a responsible owner, approved for publishing and regularly reviewed.

Overview

Citizens, businesses and other organisations rely on information published on Victorian Government websites to keep them informed and to help them make decisions. This reliance demands that content on Victorian Government websites must be:

  • current and accurate;
  • relevant and of high quality;
  • consistent with other communications;
  • compliant with government policy, standards and other requirements; and
  • authorised for public release.

This standard requires departments and agencies to consider the above content checkpoints and develop strong content management processes to ensure they are observed at all times.

Rationale

  • To provide citizens with accurate, high quality and user-friendly content.
  • To maintain content integrity and reduce the risk of incorrect, misleading or out-of-date information.

In scope

  • All departments, the four inner budget agencies (VicRoads, Victoria Police, Environment Protection Authority and State Revenue Office) and CenITex.
  • All internet sites including channels, portals and sub-domains.

Website Management Taskforces, senior communications officers, website managers, content authors and owners and/or anyone responsible for the management of a website.

Glossary of Terms and Abbreviations

Content - (Web) content is the textual, visual or aural content that is encountered as part of the user experience on websites. It may include, among other things: text, images, sounds, videos and animations.(1) In the context of this standard (WEB/STD/02) it does not include navigation or structural items.

Content approver - A content approver is an individual that approves and assumes ultimate responsibility for online content. Content approvers work closely with content owners to ensure that content is appropriate for publishing; in some instances one individual may carry out both functions.

Content management - The measures to store, provide access to and publish content.

Content owner - A content owner is an individual responsible for one ore more items of content. Their responsibilities may include – but not necessarily be limited to – ensuring the content item(s) are checked for quality and accuracy, consistent with other communications, compliant with relevant policies, standards and guidelines and approved for publishing.
