The Report findings and recommendations in the executive summaries have been arrived at following extensive research for the Victorian Online Gateway project. These research activities were conducted independently of each other and therefore the individual report findings and recommendations stand alone. It was not intended that they form a cumulative list of recommendations. Consideration will be given by the project team to the selection and implementation of recommendations that will assist with the development and build of the Victorian Online Gateway. It is the intention of the Victorian Online Gateway project team to make available individual report findings and recommendations for appropriate use by other government organisations. Materials may be downloaded and printed with applicable copyright and other notices included. Any other use including copying, modifying, displaying or transmitting of the content of these reports requires the prior written permission of the Executive Director of Multimedia Victoria.
The executive reports listed in this document have been drawn from the final reports of the research projects undertaken as part of the research and development phase of the. Victorian Online Gateway.
Extensive research has been undertaken using industry experts to make recommendations for the key areas of the gateway. The research stage involved a number of expert groups to ensure that the research stage addressed user requirements, initiatives, examples of best practice and brought together specialists across Federal, inter State, Victorian State and Local governments and industry experts. The major research products are:
To provide best possible, quality information on consumer needs prior to the build stage of the portal. Research includes qualitative and quantitative demographic and other information on the target markets and identify key features and functions most likely to meet the online needs of the Victorian public.
To identify, review and benchmark current best-of-breed portal websites locally and internationally (via appeal, features, useability and site architecture) for use as examples, and for comparison in refining the scope for the Victorian Online Gateway.
To research and recommend the sets of information and services /'service packs' that should be available on the Gateway, includes recommendations as to how information should be categorised and presented to users on the site ensuring the best access/discoverability and value-added content reflecting citizen and business needs.
To research and recommend the search engine, tools and metadata approach that ensure the best "discoverability" within the portal for information/services across three levels of government as well as business and community links.
To research and recommend the Government-to-Citizen directory approach that facilitates what citizens want from a directory of government, where possible drawing upon existing assets within government, and identifies what is feasible and practical to establish and maintain.
To research and recommend the feasibility and approach of offering an ePayment service through the portal for 1) State Government services 2) Local Government Service.
To make recommendations on the model and extent of multilingual support within the Victorian Online Gateway.
To fully map the State, Local and Federal Government, Business & Community content, links and architecture needed to deliver the requirements identified in Consumer and Best Practice research.
To identify the related Content Management implications and requirements, including facilities, products, costs and resourcing, with recommendations on the most practical alternative to establish and maintain.
