The Vision, Strategy and Governance Model for Victoria Online

Executive Summary

The Victorian Online Gateway (VOG) is a gateway for information and services provided by or related to Government for anyone, anywhere at anytime. VOG helps deliver the vision Putting People at the Centre through leveraging technology and giving users a choice on how they want to interact with Government enabling "Services without Borders".

The VOG will permit information to be tailored to user requirements and has been structured in a way to aggregate previously disparate information, saving users time and enhancing their experience with Government.

The VOG forms a critical pillar and support mechanism for the Victorian Government's eGovernment Strategy. The VOG serves as a fundamental instrument to drive reform and improvement of the Victorian Government's service delivery for the benefit of Victorian citizens. It supports the Victorian eGovernment vision by:

  • substantially improving support and services to citizens
  • providing better community engagement and in the future supporting more effective democracy
  • embodying innovation and finding new opportunities to enhance service delivery and efficiency
  • creating a framework for ongoing reform within Government by increasing the transparency of Government information and services as well as acting as a key facilitator for the implementation of standards

The VOG significantly increases the equity of access to information and services provided by three levels of Government to all Victorians unlimited by physical boundaries.

The purpose of this strategic plan is to provide readers with an understanding of the Vision, the Strategy and the Governance structure of the VOG in order to allow them to better support and utilise the benefits of its implementation and operation.

The strategic plan is divided into three key sections:

  1. The Vision, Strategy and Governance Model for the Victorian Online Gateway (this document) - detailing the VOG Vision, Strategy and Governance model.
  2. Understanding how the Vision, Strategy and Governance Model for the Victorian Online Gateway were developed - detailing the process for developing the Vision, Strategy and Governance model, together with the methodologies used, supporting information and best practice research.
  3. Key Recommendations for Success - detailing the process that VOG should undertake in order to successfully achieve its stated goals.

Report

It is the intention of the Victorian Online Gateway project team to make available individual report findings and recommendations for appropriate use by other government organisations. Materials may be downloaded and printed with applicable copyright and other notices included. Any other use including copying, modifying, displaying or transmitting of the content of these reports requires the prior written permission of the Executive Director of Multimedia Victoria.
