Content Management Systems: Executive Summary (RS-12) - Victoria Online Project

Executive summary

1.1 Delivered Products

The VOG Content Management System Specification project delivered the following:

• A Content Management System requirements gathering Exercise was conducted across all Victorian Government Departments;
• Based upon the requirements the VOG Content Management System Specification was developed including weightings for the relative importance of the requirements;
• A Tool to assist in assessing, comparing and selecting a Content Management System Solution was customised to the VOG specification;
• Market assessment of the Content Management System solutions and a shortlist of those solutions that meet the broad requirements;
• A recommendation report that combines all deliverables and recommends the evaluation of 10 short listed solutions using the assessment Tool.

1.2 Final Recommendations

• A standard centralised Content Management System Model should be considered as it's presence would be seamless but significant in leveraging efficiencies and adoption of standards;
• Develop a consistent approach to indexing, search tool selection, implementation and common search interfaces;
• Develop a common standard for content contribution, formatting and re-purposing;
• Develop templates, style guidelines, image libraries that support these standards;
• Where third party contributors are involved adopt a "Contribution only" model, and;
• Conduct a detailed assessment of the short listed Content Management System Solutions - using the Weighted Sum Matrix for appropriate selection / recommendation.

1.3 Observations to Consider

The interview process for the Content Management System requirements Gathering exercise allowed KPMG to make the following observations:

• Requirement for improved Monitoring and Reporting;
• Requirement for Audit Trail and Versioning standards, and;
• Adoption of a Test Stage and Deploy model.
