Putting People at the Centre: Our e-Government Vision - Media Release

Ministers for Innovation and Information and Communications Technology

Tuesday, 26 March 2002

The Bracks Government today launched its revolutionary eGovernment vision - Putting People at the Centre - an initiative that will substantially improve the support and services Victorians receive from their Government.

The Minister for Innovation, John Brumby, said Putting People at the Centre aimed to position Victoria as a global leader in innovative Government service delivery.

It will achieve this by:

  • Substantially improving support and services to Victorians;
  • Providing better community engagement and more effective democracy;
  • Using innovation in finding new opportunities in service delivery; and
  • Creating a framework for ongoing reform within government.

Mr Brumby said Putting People at the Centre established a new direction to guide the Government over the next three to five years.

"Putting People at the Centre recognises that eGovernment is not simply about new and improved online services, but represents a major transformation in the relationships between government, people and business," he said.

"eGovernment will give Victorians more information about and more say in government activities and provide them with greater opportunity than ever before to be involved in decisions of importance to them."

Mr Brumby said Putting People at the Centre outlined how government could respond in this new environment, through significant back-office reform, to meet the needs and evolving expectations of Victorians.

"Our eGovernment vision is not simply about putting more services online, it is about using technology in all areas of government, including in education, health and policing, to improve the support and services to all Victorians," he said.

"It takes the government online agenda to a new level, one where people, not technology, are at the centre."

The Minister for Information and Communication Technology, Marsha Thomson, said the Bracks Government's eGovernment vision would deliver enormous benefits to Victorian citizens and businesses.

"Putting People at the Centre commits the Victorian Government to using technology to fundamentally improve the every day lives of Victorians, whether that's in the classroom, in the hospital or at home," Ms Thomson said.

"Our eGovernment vision will deliver improved services, cost savings to the community and new business opportunities to Victoria's ICT industry from the Bracks Government's being a leading-edge user of technology."

Putting People at the Centre directly supports the delivery of the Bracks Government's 10-year plan for Victoria, Growing Victoria Together, which outlines the state's social, environmental and economic goals.

Putting People at the Centre is an initiative of Connecting Victoria, the Bracks Government's ICT policy that aims to deliver the benefits of technology to all Victorians.
