NSTIC-led ID plan earmarks $4 million to secure state government services

The two-year-old initiative to create an identity layer for the internet is backing a set of projects aimed at creating identity-based security to support state and local government services online.
The National Program Office (NPO) of the National Strategy for Trusted Identities in Cyberspace (NSTIC) is working with the Office of Management and Budget (OMB) to fund at least two projects that would split up to $4 million and be aimed at developing verification systems to support citizen access to any number of services or agencies. New BC Services Card replaces CareCard

Most adults will need to re-enrol in the Medical Services Plan over the next five years. E-Authentication struggled to gain traction and OMB refocused it in 2007 with the emergence of Homeland Security Presidential Directive-12.
Flash forward to fiscal 2013, the Postal Service issued a draft request for proposals and a final RFP to create and run a Federal Cloud Credential Exchange (FCCX). The system would let citizens log onto federal services using usernames and passwords from third parties, such as Google or PayPal, as long as those companies meet federal standards under the Federal Identity Credential and Access Management framework (FICAM)..."

Identity Management: A New Way to Fight Health Care Fraud, Waste and Abuse

Take the Florida Department of Children and Families, which implemented online self-service portals to augment traditional channels. This move enabled the agency to improve its error rate to -0.5 percent, the best in the nation, while achieving a 250 percent boost in productivity. In fact, 95 percent of clients utilize the online system. Certainly these numbers are impressive, but how are they achieved?
The answer is a robust identity proofing management. Government agencies must invest in identity verification and authentication at the front-end of benefit administration.
