Victorian Government Web Site Management
Victorian Government web managers will find the following resources useful in managing their websites.
Accessibility
Accessibility Standard - Minimum requirement
- All websites must be Level A compliant (W3C Guidelines)
- Where audience needs are specific, websites should become Level AA or AAA as appropriate
Accessibility Toolkit - Version 2, June 2007 - This toolkit shows departments and agencies how to conform to this standard and the W3C Web Content Accessibility Guidelines, Version 1.0. The toolkit is designed for Victorian Government business managers and web site owners to enable them to effectively present the business case for accessibility and manage the processes involved.
Domain Names
Domain Names and Allocation Standard - All Victorian Government websites must have a vic.gov.au domain name unless an exemption is granted. Domain name applications must be supported by a business case, to be approved by the Department/Agency’s Website Management Taskforce, which demonstrates that the domain name: is citizen centric; has been user tested for suitability and acceptance.
Victorian Government Domain Name Registration - Victorian government organisations which fall into the following categories are eligible to apply for a domain name within vic.gov.au:
- Departments
- Agencies
- Statutory authorities
- Local government entities
- Libraries
- Hospitals and health services
eGovernment
Putting People at the Centre - The Victorian Government's eGovernment vision which will improve support and services to citizens, provide better community engagement and more effective democracy, use innovation in finding new opportunities in service delivery and create a framework for ongoing reform within government.
ICT Procurement
ICT Procurement Policy Standard and Guidelines - apply to tenders and contracts involving the procurement of ICT goods and/or services. The ICT Procurement Policy identifies who is bound by the policy, and requires those who are bound by it to comply with the requirements contained in the ICT Procurement Standards.
Information Architecture
Information Architecture / Classification Standard - Departments/Agencies must develop and maintain a documented Information Architecture Plan that describes and justifies the information architecture for each of the websites within the portfolio or the portfolio as a whole. Departments/Agencies must have a schedule that demonstrates how they will update the information architecture to reflect site changes.

Metadata
Discoverability Standard - The Discoverability standard prescribes the use of meta tags and AGLS metadata by Victorian Government to assist the findability of Victorian Government information and services through Victoria Online and non-government search engines and directories.
AGLS Victoria: Metadata Implementation Manual - Version 3.0 - A guide to the implementation and management of AGLS metadata in Victorian Government departments and agencies, October 2006. Provides Victorian Government departmental and agency staff with practical advice and recommended approaches to the implementation and management of AGLS (Australia Government Locator Service) compliant metadata. Since the first version of this manual was released in August 2002, the AGLS metadata standard has gained further recognition and acceptance and is now recognised as Australian Standard (AS5044).
Victoria Online Thesaurus - The Victoria Online Thesaurus is a subject thesaurus of descriptive terms that reflect the themes and resources within Victoria Online (VO), the Victorian Government’s online portal. Victoria Online is a metadata-driven gateway to Victorian State, Federal and Local government information.
Multilingual Websites - Victoria
Community Languages Online - details findings and recommendations from research into how multilingual web-based government information can be created and used in the best way for culturally and linguistically diverse (CALD) communities.
Project Management

southernSCOPE - Avoiding Software Budget Blowouts - The Victorian Government has developed a new project management approach to software development called southernSCOPE. It can help your business avoid software budget blowouts which slow your business down.
Search Engines
IT&T - 43: Website Search Engine Optimisation Policy - Departments and agencies should adopt “best practice” search engine optimsation strategies for their web sites.
IT&T - 45: Website Site Search Facility Policy - Departments and agencies must implement a site search facility on all Internet websites for which they have responsibility.
Usability
Consistent User Elements Standard - provides for consistent branding of websites and layout of common components, which contributes to a consistent experience for users of websites.
Guideline: Print Friendly Layout - This guideline provides advice for ensuring that web pages are 'print friendly' - that is, can be printed successfully by the user.
Web Analytics
Web Analytics Toolkit - The Web Analytics Toolkit provides an introduction to the importance of web analytics in measuring the success of and developing key performance indicators (KPIs) for your website.
IT&T - 46: Website Measurement Policy - Departments and agencies must implement a website measurement facility on their Internet websites.
Website Management Framework
Website Management Framework - The Website Management Framework provideds a co-ordinated approach to the planning, creation, operation and retirement of government websites in Victoria.

The Website Business Case is a tool to:
- Ensure strategic alignment of websites to government policies and initiatives
- Encourage Whole-of-life-planning
- Provide opportunity for coordination of website initiatives across Government
- Identify opportunities for technology re-use and manage operational risks
- Establish key performance indicators that will be measured throughout the life of the website
Website Standards - The Victorian Government has issued a number of website standards to assist Victorian Government agencies in providing accessible and usable information services to the citizens of Victoria.
Website Guidelines - The Victorian Government has issued a number of website guidelines to assist Victorian Government agencies in providing accessible and usable information services to the citizens of Victoria.
