Transformational Government Enabled by Technology
-
The vision is about better using technology to deliver public services and policy outcomes that have an impact on citizens’ daily lives: through greater choice and personalisation, delivering better public services, such as health, education and pensions; benefiting communities by reducing burdens on front line staff and giving them the tools to help break cycles of crime and deprivation; and improving the economy through better regulation and leaner government.

Press release Government adopts 'Cloud First' policy for public sector IT
- Organisation: Cabinet Office, Published: 5 May 2013. Policy: Buying and managing government goods and services more efficiently and effectively. Minister: The Rt Hon Francis Maude MP. "The launch of an expanded G-Cloud supplier framework will support growth in cloud computing. Purchases through the cloud should be the first option considered by public sector buyers of IT products and services, the government has confirmed today.
The formal introduction of a 'Cloud First' policy will drive wider adoption of cloud computing in the public sector, boosting business – and furthering savings and efficiencies – through the government CloudStore, which is a quicker, cheaper and more competitive way for the public sector to buy IT, Francis Maude, Minister for the Cabinet Office, said today..."

How to run a successful Bring Your Own Device scheme
- Posted by Andy Price. Public Technology, Thursday, 7 March 2013. "The ICO has labelled organisations as having a laissez faire attitude to BYOD schemes - but fear not - they've supplied all the guidance that's needed to be confident in running a BYOD scheme in the public sector.
The guidance, however, isn't the most easily digestible document out there - so what are the key strands the ICO advises data controllers on following?
Starting with an overview, the ICO outlines the expectations and key considerations:..."

U.K. Government Cloud Ambitions Bigger Than Achievements, Critics Say
- by Gary Flood. Information Week, February 20, 2013. "A year after it launched an easy to use, SMB-vendor friendly buying site, critics question what they see as very patchy U.K. government CloudStore success.
In February 2012, the U.K. government launched its answer to Obama's Government Cloud: the CloudStore, a way to easily buy cloud-based technology off a catalogue with transparent pricing as a way to deliver savings for the public purse.
A year in and the evidence seems to be mounting that civil servants don't actually care that much about using the cloud to do anything of the sort..."

Can the mutuals model help government change IT?
- by Kathleen Hall. Computer Weekly, Wednesday 20 February 2013. "Mutuals are being touted as a new model for the public sector, with the hope of improving productivity by transferring ownership to employees. But can they help change the way government does IT, both as a user and provider of services?
Employees are spending their own money and that of their colleagues, mutuals provide a clear incentive to find a cheaper and faster way of running the business – a mechanism that could drive down the public sector’s £16bn per-year IT bill..."

Public sector transformation: It's about much more than just technology
- By Ian Cunningham, Head of Public Sector, Vodafone UK, Posted by Andy Price. Public Technology, Wednesday, 13 February 2013. "Public sector organisations in the UK are under immense pressure to reduce costs and improve service delivery, so there is an immediate need for transformation in the way the public sector operates.
This will be achieved not simply through spending cuts and staff reductions, but through efficiency and productivity gains achieved through finding new and better ways of working.
Beyond the urgent requirement for budget cuts, there are other factors driving the need for public sector transformation. With unemployment set to rise in 2013, an ageing population and an increasingly tech-savvy workforce there is a growing need for public services to be delivered in new, more flexible ways..."

Progress on the UK Cyber Security Strategy: Protecting and Promoting the UK in a Digital World - in pdf format (157kb)
- (This document requires the use of Adobe Acrobat Reader). UK Cabinet Office, 3 December 2012. "... The UK Cyber Security Strategy sets out our approach to tackling the threat. It clearly states four objectives for the UK:
- To tackle cyber crime and to be one of the most secure places in the world to do business in cyber space
- To be more resilient to cyber attacks and better able to protect our interests in cyberspace
- To have helped shape an open, stable and vibrant cyberspace which the UK public can use safely and that supports open societies
- To have the cross-cutting knowledge, skills and capabilities the UK needs to underpin these other objectives.
These objectives are delivered through the National Cyber Security Programme which prioritises and co-ordinates work across Government and provides £650 million of new funding to improve the UK’s cyber security capability.
We are making good progress against these objectives and I am pleased to be able to report on some notable achievements..."

G Cloud: The barriers to acceptance
- Posted by Andy Price. Public Technology, 21 November 2012. "Cloud based services, whether used by the public sector or commercial business community, seem to be growing steadily.
Yet despite this, the government's new G-Cloud initiative for procuring hardware, software and specialist services, called CloudStore, seems slow gaining momentum since launch in February 2012.
Considering the projected benefits, including ease of sourcing and procurement savings of up to £180M by 2015, the government hopes this is simply a matter of being slow off the starting block..."

Second G-Cloud supplier framework goes live
- UK Cabinet Office, 26 October 2012. "The announcement of the successful companies on the second G-Cloud supplier framework for cloud-based IT services, underlines how the Government is making it easier for SME suppliers to compete for public sector business, Cabinet Office Minister Francis Maude said today.
Of the 458 suppliers on the 12-month framework, which goes live today, three-quarters are SMEs...
The second tranche of the G-Cloud service catalogue includes around 3,000 services, such as anti-spam, agile tools, simulation and training, and end-user device service packages..."

- (This document requires the use of Adobe Acrobat Reader). Information Commissioner's Office, Version: 1.1, October 2012. "... This guidance explains what you should consider prior to a move to cloud computing for the processing of personal data...
Overview
- Cloud computing services offer organisations access to a range of technologies and service models typically delivered over the internet.
- Organisations that maintain and manage their own computer infrastructure may be considering a move to cloud computing to take advantage of a range of benefits that may be achieved such as increased security, reliability and resilience for a potentially lower cost.
- By processing data in the cloud an organisation may encounter risks to data protection that they were previously unaware of. It is important that data controllers take time to understand the data protection risks that cloud computing presents.
- This guidance offers a set of questions and approaches an organisation should consider, in conjunction with a prospective cloud provider, in order to ensure that the processing of personal data done in the cloud complies with the DPA..."

Governance for Agile Delivery
- National Audit Office, Examples from the private sector July 2012. "... The Government intends to use agile in information and communications technology (ICT) procurement and delivery to reduce the risk of project failure. At a hearing of the Committee of Public Accounts in May 2011, it became clear that the Government did not consider agile solely as a method for improving software development. It is also a technique for successful ICT-enabled business change. The then Cabinet Office Permanent Secretary stated that 'there is no such thing as an IT project; there are only business projects that involve IT'. He also said that trying “to change the whole system nationally on a single day – the so-called 'big bang' implementation – is doomed to failure in almost every situation.'...
Consequently in this report we use the term ‘Agile’ as an umbrella for a group of methodologies that can be used to manage business change projects..."
