In 2012, the Republic of Moldova joined the Open Government Partnership together with over 50 other states. The Government of Moldova fully embraces the democratic principles and committed to take advantage of information technologies to enhance collaboration between citizens, civil society, private sector and the government in promoting and ensuring open and innovative government.
Moldova is a small country with a population of about 3,5 million and situated in the Eastern Europe and with a well-connected society. With mobile penetration rate of 92%, internet penetration of 42%, Moldova ranks in top 10 global ranking of countries with highest internet speed. The ranking of World Corruption Index, Open Government Survey and Ease of Doing Business leave much room for improvement. The government of Moldova is using high social connectivity with modern technologies to become more efficient, open and transparent for the benefit of its citizens.

The Government of Moldova is among the few governments that have adopted cloud computing technologies. The e-Government Centre officially launched the Shared Government Platform M-Cloud during the M-Cloud in government Week that took place on February 11-15, 2013. International experts from the Government of Austria and New Zealand, Microsoft, IBM, McAfee, Star Storage, Huawei and others participated at the launch of M-Cloud.

The Government of the Republic of Moldova has won the international prize BEST mGovernment
- Moldova - Center for Electronic Governance, Tuesday, 26 February 2013. "The trophy "Best mGovernment" - the best performance of a government in mobile communication - has been bestowed to the Chisinau Executive by the GSMA, the world organization representing the interests of the mobile communications industry, for the "Mobile Signature" project. This electronic service, developed within a public-private partnership between the Government of the Republic of Moldova, the Electronic Governance Center, the center for Special Telecommunications and the mobile telephony operators Moldcell and Orange, has been launched on 14 September 2012.
The prize "Best mGovernment" has been accepted by the Executive Director of the Electronic Governance Center, Stela Mocan, at the global congress of mobile telephony operators, which is held on 26 February in Barcelona..."
