Government Service Delivery Project: Draft Government Service Delivery Framework: Building a better Queensland, November 1999. Purpose - Development of a Government Service Delivery Framework (draft GSD Framework) is one of the key elements of the Government Service Delivery Project. This will set direction for collaboration and integrated service delivery in the Queensland Public Service (QPS). The potential principles and strategies outlined in the draft GSD Framework apply to the systems, operations, and services of the QPS. The assumption underlying this approach is that Government can improve outcomes for the Queensland community through developing a public service which is more flexible, delivers more integrated services, and is highly competent and outcomes oriented. The draft GSD Framework identifies the approaches the QPS will take to provide better services to the community and to more effectively manage public resources and staff into the next millennium. The draft GSD Framework will continue to develop over time as the QPS learns more about how services can be improved through collaboration and integration and as we learn more from the good work already being undertaken across the QPS. This overall framework will inform but not replace the continuing development of specific policy frameworks. Queensland Government Service Locator Overview - The service locator will provide a comprehensive directory of service information complete with information on how to access the service, any pre-requisites necessary to access the service, and sufficient information to allow the citizen to judge the value of accessing the service. Intelligent search software will facilitate access to the electronic service directory and will support users navigating via the ‘browse' paradigm and users navigating via the ‘search' paradigm. Whilst the service locator will initially only point to services, it is intended for a future version to facilitate access to (electronic) services. The service locator model is sufficiently generic that it can be expanded to include all government information and not just services. That is merely a matter of scale and it is intended that the service locator will expand into just such a facility in time.
